In fact, Strathcona has a status of a "County," yet that’s not what many people have heard of. So the Government of Alberta classifies the area as a specialized municipality. Originally, the status of Strathcona County reverted to one of a municipal district after the County Act was repealed back in 1995. Later, in 1996, its status has officially changed to a specialized municipality, being only the 2nd in Alberta. Such classification was required because of the unique needs of Strathcona, which includes both a significant rural territory and population and a huge urban centre.

In short words, the Sherwood Park Urban Service Area is classified by the Government of Alberta to be equivalent to a city, while the Rural Service Area (which is the territory of Strathcona County without the Sherwood Park Urban Service Area) is considered as a municipal district for the purposes of enactments. So, as a specialized municipality, the area contains the urban area of Sherwood Park, plus an extensive rural territory including 8 rural hamlets: South Cooking Lake and North Cooking Lake, Antler Lake, Half Moon Lake, Hastings Lake, Collingwood Cove, Ardrossan, and Josephburg.
